The feds agreed to allow private mintage of tokens with dollar amounts on them only when the US dollar coin became hard to get in the mid 1960's. One dollar was the only denomination authorized until smaller denomination silver coins began disappearing due to the rise in the price of the precious metal. For a short period, half dollar tokens were authorized and a number of clubs had them made. The reg was changed after a short period when the mint debased our coinage and began to make their own ''tokens. Not all the half dollar gaming tokens made were actually put into play. The Liberty Bell preceeds this authorization and I suspect the lack of a cent or dollar sign is an attempt to evade the regulation.
As far as I know, the terminology of Lucky Cartwheel from Bill and Effie's and Luck Buck from Harolds Club was just an attempt to be different. Maybe Janice will have something to add on this?
