I think in most cases, when you see a dealer offering a restapled old front striker, there is 'intent to deceive'. I generally value the old casino matches at 2x to 3x the cover price if the book is full. This is especially true for the feature matches. It's worth 20 bucks or so for about 5 minutes of a dealer's time if he has the raw materials to fabricate what most will think is a complete full-book. It is being done!
The match collectors who preserved the front strikers for us generally didn't want the matches in the book and shucked them. The full books are generally much scarcer today and I believe will always be valued at a premium, at least by casino match collectors.
