I'm not fully sure of the history of these chips, perhaps the casino owner simply held onto them and has now sold off his lot. Interestingly, what you find from dealers and auctions are in very nice, if not new condition, while the 25 cent chips have been used considerably. Maybe they found their way into a home game?
