I trade current chips at face, which currently means about $1.60 = £1.00. Having said that, I have traded several £1 chips for $1 chips even trade - at that level I consider the difference too small to worry about.
Obsoletes are more difficult. Although not as popular as obsolete chips from, say, Nevada, there just aren't many about - chip collecting in the UK is almost unheard of, and so once retired by a casino, there are generally very few chips available. Just those collected by a handful of collectors, and a few which occasionally surface when people realise they took a chip home by mistake!
I guess it all comes down to supply and demand, and for a lot of non-US chips, both supply and demand are pretty low.
