I have talked to a couple of sellers when thinking about buying matchbooks both in the US and UK (I'm in the UK) and on both sides of the Atlantic it seems that the post office rules do not allow matches to be sent, although some people are willing to send them.
I personally only buy or collect complete matchbooks (i.e. with the matches) but I believe that in the world of matchbook collecting (i.e. not just casino matchbooks) that the covers themselves are normally only collected and in many cases the matches are removed. Not only does this make it safer to send and store, but also easier to display as you can then open up the cover and display both sides.
My small collection (matches complete) currently lives in a box!!
