Wouldn't the destruction of chips be monitored by the commission? Aren't all casinos required to have a backup set on hand? There has to be a process... would a commission truly allow a casino to produce an unlimited # of chips without accountability? How could you ensure a casino is stable without some sort of process to account for # of chips on hand/# missing-not destroyed? I'm sure Gene knows the answer.
