Dean was not dealing with David and as far as I know never bought any chips from him. He was dealing with Mel and, at the time, had no idea that David or anyone else was making non-genuine brass core chips. To his detriment, Dean was relying on Mel's reputation in the chipping community and the representations Mel made regarding the many chips he sold to Dean (hundreds, as I recall).
Don't forget, these purchases were all made prior to the time that any of this was public knowledge.
