Mapes & Money Tree chips were sold through a gambling magazine where you could order home use sets with your initials on them. Mid 80's I believe. Just tell them what you want & they would stamp them. This is what you have here. Reno for some reason did not have the gaming control force like Vegas had that saw to it that many chips were destroyed. Perhaps these came out before this rule was enforced. Mapes Hotel & their other casino Money Tree both closed in 82 according to my book.
