The casino offered a "player" backed version of 21. The casino knew it could not offer casino backed games, so they offered blackjack where each player in turn was the house (or bank). The casino provided the dealer and charged each player .50 for each hand played.
This was ruled wrong and the State threatened to shut the entire casino if they did not stop. Well, they stopped.
More recently the casinos have been offering a stupid little game called Jack Attack. The house provided a dealer. They also collected a rake from each player for each hand, and the player closest to 21 (no blackjacks) without going over won the pot. If there was a tie, another hand was played, a hand in which the other players could also come in on and if I am not mistaken, the players that tied did not have to put in more money, but they did have to pay the rake.
As I said, dumb game.
