Did not intend for the inlay to be off-center, however, given the tolerances of the manufacturing process and for the absence of Quality Control (or poor performance of QC) chips such as this often end up in the mix.
If all other $1 chips from High Sierra were perfectly aligned, then this would be, unquestionably, an error chip. However, there are likely many, many more of these same, out-of-alignment chips in the mix.
Inlay mis-alignments are not uncommon, and actually are fairly common, so I guess they could be called a 'common error'.
For some collectors, the mis-alignment tends to jump out at them, as though there is a blemish, and they view the chip just as if it were damaged.
Technically, I imagine it could be called an error, but realistically, it is likely very common and the "flaw" would tend to devalue your chip, especially if thousands of un-flawed examples exist. However, if you have the lone flawed chip, then the value has just gone up.
