our post office (Lakewood, California) will not accept an envelope with a tear in it - they will repair it (tape up the tear) and then put a post office ink stamp on the repair (part of the stamp is on the tape and part on the envelope) to show the tear was acknowledged (repaired) by and accepted at the post office, therefore the person receiving it will know it was not open when mailed.
