According to USPC records, the chips were delivered in 1927 to their New York office for "Gonales (sic) Padin", a distribtor. Gonzalez Padin was a large department store (and distributor of USPC chips) in San Juan, PR.
The chip shown in the scan below was also delivered to Gonzalez Padin in 1920.
