Although I haven't quizzed every Puerto Rican collector, as far as I know, these are the only 2 known crest & seals of this type.

My first thought was Casino de Puerto Rico. Al Rollins thinks they were from an exclusive men's club (I forgot the name he told me) in which he's never been able to find chips.
