Gene,
Thanks for posting my scan and the info. Rick Miner also said it was probably for some sort of charity thing-a-ma-bob there in ND. Some of the other chips have the gold portion of the covered wagon rubbed away, which indicates (at least to me) some kind of use. Don't know what to make of it though. I figgered 1994 was a bit too modern for these.
