It is called Casino Zebra and located in Penza, Russia. It is a medium sized city located about 800 Km from Moscow. Some of these cities have many casinos but all are very small. It is not at all unusual for one to be the only patron and therefore extrememly difficult to "harvest" any of these chips as the pit bosses are not too happy about losing any of the chips.
