I am a firm believer that the scan in an auction should be the actual chip being sold. The only exception to this is brand new chips obtained directly from the cage / table that show absolutely no signs of use. Provided the statements in your post are accurate, a full refund should be provided in accordance with Code of Ethics #8 and 10 (see below).
The transaction you cite is not a trade but a purchase. However the code of ethics still applies. I believe Kevin's statement about the difference being cleaning is fairly accurate. Cleaning may very well improve the appearance to approximate the chips in the auction scan. of course, it will not do anything about the nicks and signs of wear. One other comment, you will be severely limiting your $1 rack collection and have many disappointments if you reject all chips with a little dirt and wear.

8. To fulfill all contracts and agreements which I may make, either oral or written; to make prompt payment upon delivery; and to return immediately any item that is not satisfactory.
10. To offer on all sales and trades, a 10-day return privilege on any item purchased or traded, unless I have clearly and conspicuously stated that items are sold or traded "as is," and without a return privilege.
