I'm not certain if you are being tongue in cheek here or not.
If not:
Outside of the 12 casinos in NJ the casino can discontinue the chip and absolve themselves of the liability (we know that all these chips sold to collectors will not be cashed in during a redemption period). Second, even in NJ I'm certain the bean-counters have come up with a method to address these chips which remain outstanding so that they can move the money to the profit column (at least when they want to impress the shareholders and justify big executive salaries).
