I don't know about the current situations but you stated:

The gaming board is REGULATORY and has NO authority whatsoever to make ANY law, be it regarding the issuance of casino chips or jaywalking.

However, doesn't a regulatory body have the power to issue REGULATIONS and CIRCULAR LETTERS in which to implement the law? Don't these Regulations and Circular Letters have the effect of law on the bodies that they regulate?
