Here's how I see it.
We may lose some of the NIS people. They needed the occasional low mintage chips to stay in business. Issue a minimum of 500 of each chip, and they won't be able to make a profit. Selling $5 chips for $7 or $8, leaves very little profit when you factor in time, wear and tear, gas, trips to the post office, and all the little things they have to do, they really make no profit on the low denomination high issue chips.
The next problem they face, is many non-collectors have figured out that there is a market for casino chips, and they stand in line at the casino's for new releases, and have them listed on ebay within a matter of hours, at very low prices.
The next problem I see, is the casino's saying we can't afford to make 500 of the higher demonination chips $25 and up, so we will see less new chips being issued.
I'm sure there are more reasons then I have listed, and someone more knowledgeable then me will respond.
