Griffen, Gene will be able to tell you about the Palms chips, but if you think the $4.00 chips is an odd amount, The TOP of the VINE (a closed casino in southern Califoria ) had a $1.50, $2.50, $3.50 and $4.00 chip along with their others.

The $4.00 chips was a pure commemorative, but I understand the others were used as "drop' Chips. (A poker term whereas the house charged a certain amount to play each hand and the money was droppen into a slot in the table--thus a drop chip.)
