Consider that if the seller was selling the chips at face. He has to pay the ebay fees, postage and the cost of the envelope, and possibly a trip to the post office etc. I don't think $1.85 is out of line.
BTW buying padded envelopes in bulk, I'm presently paying just under 12 cents each.

I would ask that if the chips were $2.50 face [I am assuming $7.50 was a typo] Why would you be willing to give him $8.00 for nothing but not $1.85 for either $2.50 or $7.50 in chips?
