Keep in mind that the situation we are currently talking about probably didn't arise as a casino allowing a collector/dealer to control a planned chip issue.

I would imagine that in all likelihood if Rene were not involved the chips would never have been designed in the first place. The casino probably couldn't care less about the chips, so its not difficult to understand why they are just as happy to let Rene deal with such issues as release quantities and and policies.
