Not only that but unless that person is attached to an embassy there is a big problem getting anything because of the new security measures. Sister in law is in the embassy in Tunusia and after 9/11 they didn't get anything for several months. Even a year later they were having problems. I would tell the buyer you will refund money after the first of the year.
