Since the person is a Zero rating and signed up the day after the auction started, and has no other sales or bidding activity, I suspect someone is playing games.

I did have one no pay before, and I had to dig through pages of eBay to figure out how to get the credit. I think there was some 30 day limit, waiting period, and more.

It was a cheap chip and it went for $6.50 so it's not killing me to lose 50c.
