It looks like what I call "floor sweepings". Like Allan said they are probably die tryouts for a new chip run on something that was laying around the shop. I bought a bunch of club chips like this from Larry Trapp a year or so ago. Got all types of "errors" including overstamps, blank on one side, double stamped, etc. Just another curosity to put in the collection.
