You are indeed correct, it does not appear in either The Chip Rack or The Official...

I don't know the story behind these. I know of three e-bay appearances within the past 3 years. The first chip, in May of this year, sold for $306. The second and third for progressively less. I couldn't tell you if someone has a quantity or if this is a genuine rarity... which can, of course, be said for lots of other chips freely called "RARE". I do know that I've looked through countless binders at conventions and shows and there were absolutely NONE to be found... I would have noticed and gone after one had any been available.
