I found this interesting error among some chips I recently bought from an estate.

Any ideas on what the intent was? I think it is just an error that slipped through, although the "BPOE looks like it was engraved in the scroll under the eagle!!

Please take a look at other Elk chips in my auctions. I have some Asian chips there too!
