I believe that you will find that instances such as you are talking about are not common, and occur as often without illegal drug use as it does with illegal drug use.

If you eliminate crimes related to drug transactions and only count crimes actually caused by the use of drugs, (and eliminate alcohol from the equation) you will find an extremely small crime rate.
