The real problem gene, is that they do put them in jail, for a long time, with MANDATORY minimums. That's exactly the reason that child-rapists are being set free, to make room for non-violent drug offenders. Then we pass BS laws like MEagan's law to encourage vigilantism against people who never should have been released to begin with, but they got let go to make room for non-violent drug offenders. Not a good system in my book.
