... society as a whole would be better off if we took a small portion of the money currently being spent in the war on drugs (because it would take only a small portion of it) to manufacture and distribute free to anyone who wants it any currently illegal drug they want in whatever quantity they want.

The cost savings would be substantial. Property crime would drop dramatically (gang violence and other assaultive conduct, too). With proper quality control, some drug deaths would even be averted. Arguably, ready accessibility would increase overall drug deaths because more people would use the stuff ... but then Darwin had a theory on that subject.

Please note, this is not a moral solution. But then again, this isn't (or shouldn't be) a moral issue.
