I'm getting the impression these chips are from 1900 to 1908.

The earliest date on c&s from the records is around 1910 or so.

If these were made by USPC (along with the Anona Cigar chips), these were probably a first attempt. These style chips were not made (at least according to the records) between 1910 and 1938. The graphic are much finer in these chips. Probably a cost prohibitive production technique.
