My logic (and I know I'm not always clear) is that the casinos could use trademark or copyright infringement with regards the chips ALREADY created (or even restored in the case of removal of cancellation marks or holes) to close down the operation.
The fact that the 'restorer' has the equipment to continue doing restorations is what, in my opinion, would make the casinos more likely to take this action to prevent further 'restorations'. I appreciate that the ownership of equipment by itself is unlikely to be illegal (although I wonder how close to, say, banknote printing plates you have to get, which I assume are illegal to possess? Maybe not - a whole other debate I guess!).
