Sorta the same as the difference between the handgun I have at home and the one some thug is using right now to commit a robbery.
Hell, all of the chip manufacturers have the equipment to produce fakes, counterfeits, copies, reproductions, etc, and probably to repair damaged chips, too. Are they to be shut down to prevent them from possibly doing so in the future?
