The brass core report regarding David Whalen's work says:

This report, of course, addressed only brass cores, not his repairs of other kinds of chips.

What he told me at the time (July 2001) was that he was willing to use the "W" punch on any future "non-genuine" brass cores that he produced. Please read that very carefully. Has nothing to do with chips he repairs. I have no idea whether he has produced more "non-genuine" brass since then, other than the ones he made for Gene Trimble. I don't recall whether he stamped Gene's with a "W" or not. Perhaps either he or Gene will answer that.
