I had a virus last month that managed to reinfect my computer every time I got online, but I didn't know it. I spent a couple days repeatedly cleaning the virus off my machine, only to have it show up again. Turns out, the virus disabled my firewall. The source of the virus was attacking my machine every time I was online. It took a series of phone calls to Norton's live support to figure out what was going on. If the Norton software you bought doesn't have a firewall as part of it, you may need a firewall, and enabling it may solve your problems, if the virus you have is similar to the one I had. IF your virus is similar to the one I had, formatting your hard drive wouldn't help, the source of the virus still has your IP address and it would attack you again.
As to your machine sending viruses to people who you don't have an email address stored anywhere on your machine, a lot of the newer worm viruses can lift email addresses off of forums like The Chip Board and send the virus to those addresses. That's probably why your virus has been sending itself to participants of this forum.
