Drag racing on city streets endangers others. Riding a motorcycle without a helmet? Well, while I think it's stupid, I don't think it should be illegal. Same with seatbelts.

Just my opinion, but I don't think we should legislate against stupidity unless it endangers someone else.

Al's case is clearly an example of something illegal that should be illegal. I think the camera idea is the way to go. In fact, I think Al has somewhat of a responsibilty to try to dissuade these individual from terrorizing his street.
