You are technically correct but when asking several sources including an attorney who represents several casinos, they declined to sell them to us in bulk because of the appearance it may have with the gaming board(s).
Bud Jones also declined. They do not sell the 'metal inlay' to the public. When asked if they would sell in bulk, they did not want to for the same reason as above.
There may be sources you can get chips from in small quantities, but to my knowledge it is impossible to get used casino chips in bulk from Vegas. If anyone does know how i'd love to talk to you.
