Cascade Locks would be ideal with their depressed economy but Kitzhaber won't let the Native Americans stray from the reservation. Additional flack is coming from the tribe running Spirit Mt. who Does Not want to give up a single ¢ from the Portland area and is probably going to follow the Indian gaming tradition and sue, sue, sue (not the Suiox kind of sue but the forked-tongue kind). Warm Springs casino brings in about $4 mill yearly and Spirit Mt. is over $200 million easily.
