its not all that uncommon.

Here in New York you can not get a liquor license and have an an all nude strip club. You can have either one but not both. (of course I haven't been able to figure out why police officers can't get liquor licenses.)

Actually until recently you could not have a liquor license for a place with multiple pool tables (I think you could have 2 tables).
