That is the preferred definition. That is also th way a Communist rules. Maybe he is a Communist. My point is that you're awfully quick to throw an all-encompassing label on him because you disagree with his policies.
Now, in all fairness I honestly cannot agree or disagree with your accusations of him, since I haven't really followed New York politics that closely. Therefore, I am not in a position to evaluate his term in office.
