I haven't scanned it yet but I have a chip from a local Swedish casino that has the same PAF ensignia.

I would suspect it to be a scandiavian of some nature (Kvalitet is norwegian for quality). I'll bet the casino chain runs throughout the Sweden/Denmark/Finland area.

The casino I went to was a small casino (2 BJ, 2 roulette, 2 casino poker - similar to 3 card) and was part of a pub called "Waiters" next to the central train station.
