I don't think you should even have to think twice about what to do. You replace the chips. The sender should always be responsible for what they send.

In the long run you will be losing a lot more money on paying for needless insurance & priority mail. Make it anything over $100 instead of $25 & just mail first class if you have smaller packages. The savings will add up over the years. Andy - Las Vegas
