Ebay will not deal with the club to eliminate fraud. Ebay refuses to take any action which would require them to to think.

Ebay's official position is that they are just a venue and they will not police there own auctions. The one exception is in the Trademark/copywrite area where they created Vero, but this was because they were probably subject to significant claims from powerful companies who could afford to litigate. In fact they refuse to think in the vero program. They will end an auction based solely on the claim of a vero member that an auction is infringing regardless of whether or not it is in fact an infringement.
