Fair enough, seems the HR will issue a card in the mail!

I guess the HR have a different interpretation of the rules - certainly every UK casino that I have joined (quite a few) refuse to issue a card without seeing ID, and indeed will not even issue a replacement without you being there in person. I'm sure they have checked the legality of their situtaion, but it is in my experiecne unique.
