I thought about that, but nearly every tournament chip I know of has some indication that it can't be cashed... usually with a No Cash Value or Non-negotiable legend on the chip. Also, you don't often see the NCV's drilled.

I have a theory that these may be from a backup set that was never put in play, but I have no evidence.
