Voter registration wasn't enough to get me in at Niagara Falls in May, Jim, although it worked two years before in New Brunswick. The guy at the border crossing told me it was a recent policy change. He said a birth certificate or passport was acceptable. My California driver's license was all I needed to get back into the States.
