you can't leave feedback unless you are involved in a transaction with the person (Its been this way for years now). Also this particular buyer may not be unethical -- he may really believe that the law is that he doesn't have to pay shipping. (I said he may not be unethical -- I didn't say he wasn't dumb).

If this sort of thing frustrates you stay away from the eBay chat boards. Some poster there will find a citation to a webpage or even some statute (which is usually referred to out of context) and make some ridiculous pronouncement of law. It then gets repeated over and over by more people and eventually it becomes accepted as well known fact. My personal favorites are the ones that start "my sister who is a secretary at a law firm asked her attorney . . ."
