These appear to be gaming lammers (hope I spelled that right), the price looks right. You probably can buy lammers from a gaming supply company.

They can be used for roulette or other games also. I have seen them used in poker when a spare dealer will place the appropriate amount of lammers on the table to take that amount of money and buy chips for dealers working the tables. This is so surveillence can see what is going on.
