You have some legitimate points, you must however remember that casinos are in the business of making money. Many casinos care about chippers but its secondary to turning a profit.
I would think that there is not much difference between all the chips of an issue going to 1 individual who may control the price vs. certain casino's that maintain lists locking out the average guy anyway.

Situations like the Four Queens issue and several of the issues that the HRC has done latel simply demonstrate you can't have them all. We should get used to it.
