Die cuts by the U.S. Playing Card Co. were made using celluloid (cellulous nitrate?) for the inlay.
The Burt Company (and others, I'm sure) used vinyl plastic (as in the Fleur-de-lis poker chip in your illustration).
Celluloid was discontinued due to it's cost (imported from Italy) and danger (flamabilty).
